Measure Overview
Denominator The number of unique patients who had at least one non-voided face-to-face visit with an eligible provider or clinician checked-in during the measurement period.
Numerator Number of patients that viewed, downloaded, or transmitted their PHI via the patient portal or API.
Medicaid Goal

Must Exceed 5%

See the following sections for more information about the View, Download or Transmit (VDT) measure:

Denominator Criteria

Patients count in the denominator if they had at least one non-voided face-to-face visit during the measurement period set in Prime Suite Reporting 2019. This visit must be checked-in. Additionally, the best practice is to also check-out the visit during the measurement period.

Numerator Criteria

Patients who qualified for the denominator count in the numerator if they meet at least one of the following:

  • They used their online portal access to view, download, or transmit personal health information at least once during the calendar year.
  • They accessed their protected health information (PHI) through the Greenway generated API token using a third-party application during the calendar year.

The criteria must be met during the calendar year that the measurement period begins in. For example, if the measurement period begins on 3/3/2019, the numerator must be met during the period that begins on January 1, 2019 and ends on December 31, 2019.

View, Download or Transmit (VDT) Workflows

Patients can view online, download, or transmit health information from the Greenway Patient Portal or using a third-party application and the Greenway-generated API token. The sections below provide more information on:

For more information about the Greenway Patient Portal, see the Greenway Patient User Help Guide.

For information on generating an API token for the patient, see Providing a Token to Access the Prime Suite API.

Viewing Health Information

Patients (or their authorized representatives) can view their health information by logging on to their Greenway Patient Portal and doing one of the following:

  • View their summary on the Summary tab.
  • Select the Visits tab and select a visit.

Health information is displayed so that it can be viewed online.

Downloading Health Information

While on the Summary tab or when viewing a selected visit from the Visits tab, the patient can select Download to download their personal health information.

Transmitting Health Information

While on the Summary tab or when viewing a selected visit from the Visits tab, patients can select Send to transmit their health information. Patients enter the email address their health information should be sent to. If the patient enters a Direct Address, they select the Check only if this is a Direct Address check box. After entering text into the Message field, they select Send. The patient’s health information is transmitted to the indicated address.
